•PCL constructed the Garry J. Armstrong Home at a cost of $22.34 million ++
•The 180-bed Garry J. Armstrong Long-Term Care Home and its property is owned and operated by the City.
•$2 million was provided to the City for a 50-year ground lease for the new seniors residence on the former Allan House site.
•Ownership of the new seniors residence on the Allan House site reverts back to the City at the end of the lease at no cost.
•The new facility was named “Garry J. Armstrong Long-Term Care Home” after the former Region of Ottawa-Carleton’s Commissioner of Homes for the Aged.
•60 per cent private rooms and 40 per cent basic rooms with en-suite washrooms
•30 residents live on each of the Centre’s six residence floors
Each resident floor is organized into three individual wings of 10 residents each around a central core of common spaces. Exterior balconies on each floor affords outdoor access on a daily basis to all residents. The design also includes a protected garden accessible from the resident lounge on the lower level.
Other features of Garry J Armstrong Long-Term Care Home:
•The provision of 100% outside air and specialized airflow of the suites will help to reduce the spread of airborne viruses and other pathogens, and keep air fresh and clean. Heat recovery is installed in the suite exhaust system to reduce energy consumption.
•The emergency power system is sized to accommodate the full building load, enabling residents to remain in place in a fully operational facility in the event of an extended power outage.
•The primary space heating system for the facility is a hot water perimeter radiation system supplied by natural gas fired boilers. The boilers were selected to provide optimal energy efficiency and life cycle cost recovery. Back-up heating is provided by a stand-by electric boiler, to be used in the event of a natural gas supply interruption.
•Air conditioning and heating are controlled for best results throughout the building by the building automation system.
•Card access security system including special access devices on all exit stairs and exterior doors helps ensure the safety of elderly residents throughout the day.
